What triggers responsive mobile format?

What in the new PHPBB version triggers the board to select responsive formatting for mobile devices? I have iPad users who are telling me the site looks terrible. Testing on Chrome, emulating iPads, the site appears in mobile mode. But testing on an actual iPad, the site renders in non-mobile desktop mode, and I agree, it looks terrible. So what exactly is the code using to decide whether or not to format for a mobile device? Viewport size? User-agent string?

Two questions - which style are you using and if it is not prosilver then how does it look in prosilver?

I am using stock Prosilver.

Nobody has an answer to this? I've still got quite a few iPad users complaining about the format of the site. I'll go digging through the code to figure it out if needed, but I'd prefer someone in the know just speak up.
