there is no 3.0.15 and there is no 3.1.9

Usually, when systems with different password hashing are converted, there is a module added which does the login for the user the first time, then the password can be hashed to phpBB's. Since your last conversion was from phpBB 3.0 to phpBB 3.1, there would have been no special login module added.
