"safest" way is to translate original english language pack "from a to z".
translation cannot be done "blindly" in the sense that one "only translates" what is written. one needs to install phpbb and needs to "check" every translated item to be sure that it is well-translated and that it is "in the spirit of the language".
some items cannot be translated literally cause they "sound strange" or do not make sense when translated so often happens that one word/sentence in english becomes five words/sentences in other language and vice versa.
problem are and different linguistic rules (e.g.
plural_rules)...
translating language pack is not a couple of hours work but few months work, so if one wants to do it must be aware of it.

language code changes for translators do not exist anymore so translator needs to compare (e.g. i use winmerge) the latest version of the english language pack (s)he worked on with the latest published version of the english language pack and translate/apply all changes to "hers/his" language pack.
e.g. in my case (i develop/maintain croatian language pack since 2003) i translated/applied all language code changes from 3.0.12 to 3.1.0. and it works fine. same can be done with any 3.0.x language pack.
