I am making a list of the MODS we currently run on 3.0 and need to run smoothly with little moderator actions and maintenance. This is one I need for a motorcycle parts forum I just started as well.
It's a much needed feature because the posts/threads are left in tact in case there ever arises a need to refer back to it.

that is allready in your phpBB forum settings
- Go to adminstration panel --> forums --> Manage forums
- Choose a forum and press the green Edit icon
- Scroll down to Forum Prune Settings
- Enable auto-pruning of shadow topics
- set number of days in the following two fields
- press Submit at the bottom

Normally they are deleted, and can not be retrieved back.
With this mod (extension reqeust), they are not deleted but moved to a forum part of choice, for example hidden or locked for users. It acts like an archive, topics can be retrieved by simply move them back to the original forum.
For example, a forum with a for-sale part:
After some time measured after latest reply, the item for-sale will be moved to a locked part of the forum
When the owner of that topic 'complains' that is has not been sold yet, you simply place it back,
or when you have rules that putting items for sale is for free, as long as it one-in-a-while that you sell something, it's a great way to discover that user-X is more a salesperson than a normal forum user, as the previous for-sale items from that person can still be viewed by admin and/or moderators, and so on...
not the same, as it is not moving the posts to specific forum... I like the "trash" section, where I can always find old posts, but no one can edit it...
You could look at an extension still indevelopment : viewtopic.php?f=456&t=2352541. You select a target forum and move the topic there using a button. I would prefer having it as an item of the moderator drop down menu.
