Basically all tweaks are EXTs now, so yeah. I actually thought this was an EXT request as this is a redirect from that forum.

Am I in the right place?

How many users truthfully, new or otherwise, have complained to you that they don't get email notifications? In all the years I've been playing with boards I can't remember one where anyone has "complained" about notifications or the lack of, I doubt most new users even know it exists. And, if you do set this to default, you could be accused of spamming.

How would that work, how would phpBB know that you were the correct person to be reading a PM?

So far, two users complained about problems with PM since the update. I would for sure find it an inconvenience if I had to go figure out how to enable email notifications in my CP after registering an account. Some new users don't realize that they have such an option, others would go to "Private messages" instead of "Board preferences" in their CP and won't find the setting they need to change.

In addition, most users on my forum come from SMF-based forums where email notifications are default and where the text of a PM is included in the body of the email notification.

I did not create my forum to make a profit (I don't even have ads), so I don't want to force users to open the forum every time they receive a new PM. I just want people to communicate / get help in the way they find most convenient.

It would be a lot easier to point the user to the Notifications link, click it, and select settings, from there they can set it how they wish. If you still prefer the other route(s) you should make an extension request(s)

I think my article still works with 3.1.x, but as soon as I finish my pablum and get my teeth out of the dishwasher, I will check.

I tried it. It does change what's being entered into the database but it does not change actual default settings.

What is "it"? There are several methods discussed in the article depending on what option is to be changed and whether the change is for new members or existing members.

I tried changing 'user_notify_type' in includes/functions_user.php, but to no effect. By the way, originally it was set to 'NOTIFY_EMAIL'.

Yes, we need this too.

Of course, users should be notified by email of new replies to their posts..... as well as for new PMs coming in.... by default.

Users can always go change the default to OFF. But by default.... it should be set to ON for every new user.

How can I change this on a 3.x installation.....?

I've done this myslef the options should be in includes/functions_user.php

To make users automatically get an E-mail on subscribed topics change:

'user_notify' => 0, to a 1

To change the default E-mail verbiage to your liking go here: /language/en/email

Change user_welcome_inactive.txt

Looking at functions_user.php I see user_new_privmsg and user_notify_pm. Change those to a 1. Or try each with and without a 1.
