what would this be used for? there is already a place to edit, mange the modules in the admin panel.

Well I realised if I wanted to give access to a module in ACP and give somebody only access to that i couldnt. Image It would go there on that bar. It would be good if we could use parts from MCP and ACP together to make the forum owners custom panel. In ACP module management you cannot make your own panel using either MCP and ACP modules

Which "module" are you asking about? There is a pretty-granular permissions system for the Admin control panel.

If i create a module add items i want the person to use i cannot give permissions to my created module

You would just create a new a_ permission to go with your new function.

I think he wants to make a custom panel that has X features that Y member can access. So instead of having permissions from Moderator and Admin panel you now have it in one panel.

But that does not matter.
If it is a new custom page, in whichever control panel, it could have its own custom permissions set.
It would be easiest to put it in the ACP and define a new admin permission for it.
If it involves individual forums, it probably would be put in the MCP instead.
