User added by admin only

Is there an extension that removes user registration, and makes it so that only admins can add new users? We used to have a mod installed, and searching seems to only bring up that.

To disable registrations, go to:
ACP > Board Configuration > User registration Settings
Set account activation to ‘disable registration’.

You can then add/create new accounts using this extension:
