But indeed, a "free tier, versus a paid tier" download site is probably exactly where they were introduced to this concept. Although some of the open source sites (e.g. sourceforge.net) do this too when redirecting you to their mirror site downloads. Again, presumably for the increased exposure and potential click-through on one of the ads they present on that "redirect" page.
