is there any extension for this?
if a guest want to download an attachment he/she must wait a little time like 5-10 seconds.

well, there is no extension that does that and I am not sure you will find anyone to create one since there would be little use for it by most people.
why not ask the people why they want this. ask them what problem they think it will solve etc.

often people come up with an idea to solve a problem that is not the best way to do it. if we know what the final outcome they are looking for is, then we might be able to suggest a better way to accomplish it.

Usually this kind of thing is done on a paid site. You get free access to everything, but only when you pay you get it instantly.

Agreed. If cynical, you could also say "it's to introduce subtle annoyance to encourage paid tier subscribers." But I really do think its more about "if you're insisting on free, we're going to scrape as much of your eyeball time against our ads as we can" so that they're maximizing what little money they can make even against "free" users.

But indeed, a "free tier, versus a paid tier" download site is probably exactly where they were introduced to this concept. Although some of the open source sites (e.g. sourceforge.net) do this too when redirecting you to their mirror site downloads. Again, presumably for the increased exposure and potential click-through on one of the ads they present on that "redirect" page.

Yes, to associate it with only "Guest" users, creation of a phpBB extension is probably required. If it was "everyone", you could almost pack everything needed into a BBCode definition, although it would work much smoother by putting the JavaScript in the overall footer of your site.

If "everyone", you also have non-phpBB-dependent workaround options, like directing your download URLs to an .html file which implements the delay. Showing whatever you're willing to create in the .html during the delay, before finally redirecting to the actual download.

This could help in preventing layer 7 HTTP attacks.
