bbcode is enabled everywhere but still "turned off"

At one point I turned off bbcode because we wanted our board to be more streamlined, but now we want it enabled for admin sticky notes.

In admin user settings, bbcode is enabled by default.

I also enabled it (and checked by clicking "advanced") in "user permissions", "user forum permissions", "group permissions", and "user group permissions" (for both administrator and moderator groups).

I even purged the cache for good measure.

It still says "bbcode is off" when I try to post or edit a post.

Anywhere else I should look?

How about the Board Features page in the Admin control panel?

At this point I realized that enabling links/url is a separate setting than just enabling bbcode.
Here are the additional place to check if you also want to allow links:
ACP->general->postsettings: allow links in posts/PMs

Also, it looks like bbcode parsing is turned on but it doesn't seem to actually be parsed until you delete the post and make a new one.

One more thing: we really only want this turned on for administrators/moderators.
The post viewtopic.php?f=46&t=2134907 suggests this is impossible but I found the option in both "user forum permissions" and "group forum permissions", and it appears to be working (bbcode menu didn't even appear when logged in as normal user).
