Can't upload any attachment

I have no extensions running on testboard, updated to 3.2 again for testing purposes and I am unable to upload attachment. It worked fine before update I believe. I am out of ideas atm and I can't narrow the issue down. It gives nothing in error logs and debugger. I've found several topics about this issue but none seems to have issue like this. Upon uploading file I get yellow triangle error. Check screenshots for more. Thanks

Thats all I have. I am out of ideas. I also made sure all files are from 3.2 branch but still same thing locally.

Default that it comes with the board. English

I would start by overwriting the files in the language directory with those from a download from here. You shouldn't have missing lang entries.

I did put language files from 3.2.0 downloaded from here, see below:

I cleared cache folder leaving only .htaccess and index.html and I got this error but only once, refreshing page made it go away and it doesn't want to appear again:

Probably would have been helpful if you stated from the get go you are running this locally via XAMPP.

I tried running same setup on the test linux server and the issue is the same.

Issue is gone now. For whatever reason reducing the quota limit by half and restoring original one worked. There were no uploaded files though. But it's sorted out now.

Bit confused here. Your screenshot of the attachment settings in the first post are nothing like I have seen before with either phpBB 3.1 or 3.2. It should look like this

Yeah RMcGirr, I am using custom tool to view parameters for easier troubleshooting. http://prntscr.com/ewdywx

- The board was clean for testing only. I truncated the table and updated the change to attachment settings (no files ever uploaded). It can be some bug of sorts but I am not able to reproduce it again. What worked is truncating the table, changing quota limit to less, then changing quota what it was.

What I am baffled now with is those auth.php errors posted above. It appeared twice, before the change but not after the change. Do you have any idea what those errors are about? All files are like downloaded from here.

I updated again on local server to 3.2.0 and while updating I got auth.php errors. Later it showed me these in the header but they are gone now. It doesn't show them always. is there anybody with ideas what it might be causing the error?
