That article is old but largely correct. The title you have is a rank and you can set your own ranks in users and groups and then assign them in your own admin panel profile page by choosing ranks from the drop list on the right.

But I have to download a program for it? I do not see anything in the admin panel

his problem with the admin panel was that he still had the new page that you have to deal with for viglink etc.
I think this needs to be removed or some instructions on that page or something. it is really confusing for people when they see that but nothing else works.

I unchecked the boxes for him so now his admin panel works.
he also had not set any permissions for any of the categories or forums.

But that could also have been resolved with a simple screenshot of what the OP was seeing. It's like supporting in the dark otherwise.

No. That is the default Rank for a group, not the rank of a user.
