phpBB fresh install 'not writeable' errors with chmod 777

Installed LAMP on centos 7 using mariadb/mysqli
I can connect OK to the database with php
Tried to install phpBB:
copy bz2 file to directory, then issued these commands:
bzip2 -d phpBB...bz2
cd to phpBB2
mod is 777 on cache, etc.
chmod 666 on config file
browse to my.com/phpBB2 and click install

Get 'not writeable' from install web page for all directories and config plus a warning for avatars

since the web browser 'owner' is apache, tried chown -R apache phpBB2
no joy.
is there something else missing? Do I need to config apache or php to allow writes, and if so, how?

What version of phpBB are you installing? And where did you get the files?

What version of phpBB are you installing? And where did you get the files?
#Php ver 7.1.9
#Apache Ver 2.4.6
#phpBB version 3.2.1

#got the files for each app:
#apache
yum install httpd

#got php files:
#dependancy for php remy
yum install epel -release
rpm -Uvh http://rpms.remirepo.net/enterprise/remi-release-7.rpm
yum -y install yum-utils
yum update
yum-config-manager --enable remi-php71
yum -y install php php-apache
yum install php71-php-mysqlnd.x86_64
yum install php-ZendFramework-Dbadapter-Mysqli.noarch

#NOTE: mysqli works from php script

#got files for phpBB from https://www.phpbb.com/downloads/
bzip2 -d phpBB-3.2.1.tar.bz2

Wondering why your folder is named phpBB2.
Because it was a typo. It is actually phpBB3

So I'm thinking it all should be supported? And can't figure the not writeables as is 777 or 666.

So why the unable to write errors?

Could it be file/folder ownership issues due to the fact that you unzipped the files on the server?

Sure it could, but not sure what to change the owner to, although 777 and 666 should give anybody rights to change it.
Who owns your files / directories, the user and group?
You could type ls -al in the phpBB3 directory to find out. It should show
drwxrwxrwx user:group blah blah foldername
.rw.rw.rw. user:group blah blah filename.ext

Because you installed apache / php / mysql by yourself and not from a predefined lamp package, maybe you are missing some basic php-packages.

Can you execute a phpinfo() and post the results back here?

Got it working (as below) but am afraid to delete the install directory because it may prevent fixing a couple minor issues - php smtp and allow avatars:

Seems to have been permissions somehow. Had to tweak a LOT of settings.
Also had to extensively edit the config file in the /db/ directory to make php connect to my version of mysql correctly
maybe you are missing some basic php-packages.
(sorry the server is locked down and can't upload the phpinfo()) but it has:
SMTP localhost
port: 25
The smtp failed according to the logs page, despite being available in phpinfo():
Email error
EMAIL/PHP/mail()
install/app.php/install

Also did not set permissions for the avatars, so need to do that.
Question:
The question is, I cannot play in the forums without deleting the install directory. If/when I delete that, will I still be able to change permissions/enable avatars and tweak the email smtp settings?
