Extensions manager is missing in ACP

Extensions manager is missing in ACP

I try to install extension, first step is go to:
“ACP” > “Customise” > “Extensions”

and the UI is missing. I tried to login with "Administrator" and "Global" administrator user. For me it looks like:

It will only show up if the extension is uploaded correctly.

If I install the phpbb forum from scratch then I see the UI (with no extensions). Probably something is wrong with my data in DB and I can't understand what part of data is "responsible" for the UI

Then it is probably a permission setting.
