It most certainly does if it isn't configured correctly.
It's not a matter of configuring Cloudflare necessarily but having the server/software configured to handle it. If you set it up right you add a huge layer of security. For example you can firewall off all traffic coming over port 80 and 443 except for Cloudflare IP's.
