Not if they are disabled. The captcha should be set to the default when upgrading (according to the instructions). After upgrading you can then re-enable the Q&A

Your board wasn't converted properly so errors are bound to be present (and the line 649 error is there because phpBB is trying to call something which apparently isn't there, probably the upgrade procedure didn't get there because of the error).

You could try (on localhost) to upgrade in steps (e.g. 3.0.10 > 3.0.14 > 3.2.1) or even smaller steps (and always keep the last succeful upgrade so that you don't have to start all over again).

Going from 3.0.10 to 3.2.1 can be done in one time, no need to do it is steps.

Just set up your 3.0.10 board (using your backup database) and before doing anything else
- remove all languages and styles except for British english and prosilver
- set the default captcha
- see if any modifications introduced new acp categories and settings (and if so remove them)

Take a backup (in case something goes wrong so that you don't have to redo the whole thing).
(and I know it's not necessary to go via 3.0.14 but since you're restarting now, I would do it anyway)
BTW (some problems I had) if you have a mix of InnoDb and MyISAM tables, then alter all the MyISAM to InnoDB.

If you do pass via 3.0.14, then also take a backup of that 3.0.14 (there no guarantee that this will solve the upgrade to 3.2.1 problem but at least it's a step forward which you won't have to redo).

BTW normally online upgrading should work but if you do get timeouts, then try it on localhost.
