How did you install your board? I used the download package from phpBB.com
What is the most recent action performed on your board? Please select your answer
Is registration required to reproduce this issue? No
Do you have any MODs installed? No
Do you have any extensions installed? No
What styles do you currently have installed? IDLaunch_Fresh
What language(s) is your board currently using? Traditional Chinese
Which database type/version are you using? MySQL 5
What is your level of experience? New to PHP and phpBB
What actions did you take (updating your board; installing a MOD, style or extension; etc.) prior to this problem becoming noticeable? Send E-mail to group by ACP(Administrator Control Panel)
Please describe your problem. I try to send mail to person.
It is OK

But when I try to send mail to group.
It will show "Errno 2: mail(): SMTP server response: 553 5.1.3 <undisclosed-recipients:;>... List:; syntax illegal for recipient addresses at [ROOT]/includes/functions_messenger.php line 1799"

Does anybody know how to solve it ??

My system is phpbb3 3.2 and window 10 pro.

may be your mail server requires no empty fields for "to"
My 2 cents: Whether an extension is in the CDB says nothing about its quality. It is more important to read the support topics for it. Better to avoid authors who do not answer support questions themselves, who do not update their stuff, and who do not fix bugs for years.

What happens if you set "Use SMTP" to No in Email settings?

This is a windows server, so PHP mail redirects to SMTP.
