You need to find the server error log.

You need to find the server error log.
I am hosting on Bluehost, as I know phpbb recommend Bluehost, so I am quite sure you are familiar with the cpanel
just tell me what to do, I try googling and I got this, is this the right instruction: https://my.bluehost.com/hosting/help/562

I don't use bluehost myself so I'm not familiar with their cpanel but try the main log. If that's not it just ask their support team where it is.

Ask them if it's blocking the admin panel address

They said they have white listed all the traffic that could have been blocking the admin panel, but I still can not access the ACP

I guess the mod_security issue should be clear now, because I ask them to keep the recent changes as it is, but I still can access my ACP

To have multiple new installations and none of them working on the same part of the site, to me, suggests a block on their side. Also try refreshing your browser cache (press F5).

I think so too, is there any other members here hosting at bluehost that running phpbb 3.2.2?

I just check the main error log, php error log but there isn't any clue at all. Mostly what I've recently visited, and the last php error log was on 3rd, February regarding my wordpress theme and I know about this issue already.

Please give me any other suggestion if there is any left?
