Send loadXML errors to log file

Whether PHP Warnings show, or not, is part of your server setup. I know on my own IIS setup, I needed to turn on some switches at the Application level to display them.

hm, maybe I do not understand it at all, but I see a "phpBB Debug" warning in a situation, where phpBB debug is switched off.
So every normal php warning, notice or error is going to php-error.log as it should according to my php.ini, but in the above described situation I get these "phpBB Debug" notices.

That's just an educated guess but it's probably that phpBB's error handling obeys the error_reporting setting but not display_errors.
I wrote the thing that does BBCodes in 3.2.
