As you see, the setting in your username is set to "never"
Change that to no or yes.
Than give the group the "yes" permission.

There's not an option in that window to change the yes/no/never. Where would I find that? The group itself already has the yes permission.

I see a "no" permission in your image?

Go to ACP=> permissions => Forum permissions => choose forum => submit => choose group => submit => Edit permissions => Advantage permissions => Can start new topics set to yes

Repeat for every forum and group you want to can post new message.

That is for "Can post announcements". We need the trace for Can start topic and Can reply to topic. Or, you could
Run the Forum-based Permissions MASK against an affected username for the problem forum and screenshot the output here.

I already did the steps you outlined above, and they're all set to yes for all forums. The reason I started this topic was because I did that, all the permissions were set to yes, but I still couldn't post.

I believe you're asking for the screenshot of the admin group settings, but please let me know if I'm wrong.

What we are asking is that you run the Forum-based permissions MASK on the username of a member who you think should be able to start a new topic but can't, on a forum where you think they should be able to start a new topic but can't and screenshot the output here.

in the admin panel, click on the permissions tab. then in the left menu at the bottom where it says MASKS, click on the forum permissions at the bottom.
then, on the next screen, choose a forum or forums from the box.
then on the next screen choose use the "look up user" box and choose a user that is having this problem and click on the view permissions button.

on the next page you will see that user's forum based permissions.

and then paste a screenshot of that page.

You need to click the circle-arrow next to Can Post New Topics, not Can Post Announcements.
