i want to edit 2 lines of permissions, where are the root files of them in the root source to find them

be sure to only edit what is between the single quotes. do not use an apostrophe unless you escape it first: don\'t or shouldn\'t etc.

Try a search for that text within the phpBB folder (including all subfolders).
It wouldn't surprise me if that text were found within the language files.

Or (the more recommend way nowadays because of UTF-8 instead of ASCII) recognize that single quote ' and apostrophe ’ are different characters. So use don’t instead of don\'t etc. and use single quotes as the language string delimiters.
You may also find a comment in some of the language files (eg. common.php) giving you some help:
