Did you remove mods (if present) from 3.0.11 (specifically database modifications)?

You could try the upgrade again, using the full package set, but before starting that. make sure to remove any install_config.php, io_lock.lock and migrationsxxx from /store, and empty /cache but for index.htm and .htaccess.
If you have a really large database it might avoid timeout upgrading on localhost, even going in stages (>3.0.14) >3.1.12 > 3.2.5
Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.

Try updating to 3.0.14 first
What's in the phpbb_mods table?

Starting to doubt, but just in case: perhaps it's config_install.php

Did you overwrite your config.php?

I'm not getting a 403 or 500 error code. What part of the upgrade to 3.0.14 are you at? The message below indicates the install directory is still present.

komanche, so, in the end, do you think the hosting was the issue or the hosting just made for a better environment to move from 3.0.11 to 3.0.14 etc.??
