I don't understand your question.
There are different kinds of permissions, and the total permissions is a result of a the combination of user permissions, group permissions, forum or global permissions etc..
For a comprehensive guide on permissions, read
https://www.phpbb.com/support/docs/en/3 ... rmissions/

For each permission, you can set NO, YES, or NEVER permissions.
If a user has a YES permission in any of their groups, then they are granted that permission, unless it is blocked by a NEVER permission.

Admins do not have "full permissions". They have only the permissions you have given them or their groups, just like any other user.

Indeed. You would also have to select forum permissions for your admins too.

You probably mean the permission roles.
Choose one to see the settings, and then choose the other one. Experiment on a test board, that's the best way to get a grasp of the permission system.

admin group permissions only give someone permission to see the admin panel. they can not moderate unless they are also in the moderator group.
global moderator group permissions give the members of that group moderator permissions on all forums/topics on the board but does not give them permission to access the admin panel unless they are also in the admin group.
