Regardless of what groups someone is in, if any one of them has a permission set to NEVER, they cannot do that action.
NEVER >> YES >> NO is the permission hierarchy, regardless of group, status, rank, whatever.
If you're not sure of why someone can or can't do something, look them up in the permission masks and it'll show you a full path of their groups and their permissions so you can see where they are being blocked.
a YES overrides a NO, but a NEVER overrides a YES
Since your user is by default a member of 2 groups to start with (RU and NRU) there are 2 settings which play a part. Since the NRU is temporary you can use that to block any unwanted permissions until they have passed the criterium (number of posts - approved).
If your NRU group has a NO, it won't have effect, because of the YES in the RU
