Confirm message writing

I wanted to ask, is it possible that every message that a person opens will require approval?
And is there a possibility that anyone who develops this subject will not need approval, but who responds to this issue will need approval?

I think you'll need to explain that better. I've read it 3 times and I'm still not sure what you mean.

You can make all posts need approval. You'll have to recruit a lot of mods to keep up and it'll annoy the heck out of your users.
You can make just new topics needs approval with this extension

Are you trying to prevent something? Spam?

upside down.
I meant that only messages in an existing cluster would need approval.
While new issues will not require approval.

People can freely post new topics but all the replies will need approval?
That will need to be an extension request.
