Good evening,

Aren't images stored in files/?

I reinstalled and imported the database. I copied the images directory. However, inline attachments have disappeared. When I look in old install, I don't see the files.

I just upgraded from 3.2.2 to 3.2.7.

Thank you

if you are talking about attachments then yes, they are stored in the folder named files.

if you followed the upgrade instructions you would not have touched the folder named files and all your attachments would be ok.

if you deleted those files and then uploaded your backup, you may have corrupted them if you used filezilla to download and then upload them.
if so, then you may be out of luck for restoring them.

Are they stored as jpg or gif files or a different format. I have backups of that directory, but I don't see image files.

They keep its original format bu they don't have file extension.

When files are uploaded they are stored with a random name to avoid file name collisions.

Just restore them and they should work, provided that your FTP client was configured to transfer files in binary mode or during the copy via SSH (scp or rsync) they were not corrupted.
