the first thing you have to do is collect that info.
you do that by creating custom profile fields for city/state.
then you make sure they show up on the register page and on the mini profile on the posting pages. you do that while you are creating them.
also make sure they are required. do that when creating them.
or, if that is too broad of a way to do it, you could create a new section in the posting form that would have to be filled in when posting a for sale item.
that would probably require an extension to be created so you could ask for that in the "extension request" forum.
