What you have there is correct - however that domain name does not exist. Have you registered it?

That points to a brand new board (3.2.7).

For an upgrade, I would suggest using the full package (not sure what you meant with update package) and take care to not overwrite your config.php (in which case you're setting up a new board - like it seems you have done).

Thank you for your replies. I registered the domain and set up a forum using phpbb back in 2014. (domain is still registered)

I kept getting notifications about newer versions of phpbb, so finally decided to bite the bullet and update from 3.1.1 to 3.2.7.

I tried using the suggested Installatron program using an FTP, but my router doesn't allow this without port forwarding. I have done this years ago playing on Xbox360, but can't remember exactly how to do it.

So instead, I followed the instructions listed on the admin panel, backing up first, and then loading all the files as indicated (install/ and vendor/ folders, retaining the file structure as indicated).

Curiously, there are two different sets of instructions to update to a newer version (I have tried both, without success)
I get stuck/don't understand if I'm doing correctly on the step:

instruction set #1: "point your browser to the install directory, for example http://www.example.com/phpbb3/install/"

instruction set #2: "Browse to /install/app.php/update"

As a last resort, I will install the 3.2.7 Full Package, instead of the update.

Any further suggestions are welcome and appreciated.

We do not recommend using Installatron, or any other 3rd-party installer. We also do not recommend using Automatic update to upgrade from 3.1 to 3.2. You should be using the Full package, and the instructions here:
Notes:
  • Your server must be running at least PHP 5.4.7 or higher.
  • phpBB 3.2 is not completely backwards compatible with 3.1 and custom edits may no longer work. The easiest upgrade method is to remove all existing files prior to upgrading and re-applying custom changes after verifying their correctness.

    To upgrade, perform the following steps:
  1. Make a back-up of the original files and database
  2. Deactivate all styles except for prosilver
  3. Deactivate any extensions which are not compatible with phpBB 3.2. Check with the extension author to find out if an extension is compatible or not.
  4. Ensure that the activated spambot countermeasure is one of the standard phpBB plugins (Simple image, GD image, GD 3D image, Q&A, reCaptacha).
  5. Set British English as the only language pack and delete all other language pack directories from your server
  6. Delete all of your phpBB 3.1.x files EXCEPT for the following:
    • The config.php file
    • The /ext/ directory
    • The /images/ directory
    • The /files/ directory
    • The /store/ directory
  7. Upload the contents of the phpBB3 directory from the uncompressed 3.2.x Full Package (EXCEPT for config.php) into your forum's directory (Note: you don't want to overwrite your original config.php file)
  8. Browse to www.example.com/install/
  9. Click the Update tab
  10. Click the Update button
  11. Select "Update database only" and click Submit
  12. Wait for the progress bar to reach 100% and for a message indicating that the update has completed
  13. Delete or rename the /install/ directory

I have now completed steps 1-7 as indicated by brf.

When I go to okanaganautocross.net/install, I get the same "HTTP 500 error".
(My browser keeps showing okanaganautocross.net/install/app.php)

btw, I used Filezilla as the FTP client, and I had to add a folder with my user name (mcsinc) in order for the client to communicate between my computer where I extracted the phpbb 3.2.7 files, and my host server (godaddy).

I've looked at my files and file structure using cpanel file manager. I've also searched and confirmed that the htaccess file is present

Are you sure all files are uploaded? to the correct place (which was in /forum).
Was everything uploaded in binary mode?
Your php version is really low end (php5.4.45), in fact I'm not even sure whether 3.2.7 supports that (3.2.4 did)

Why would you have to do that? Your hosting server would already have the folders for your website.

I installed the files into the folder that my original phbb files were located:

home/public_html

Not sure which mode the files were uploaded. I just followed Filezilla's instructions. Comparing file sizes (local, extracted files vs host files), they look to be all present and the same

on phpbb.com, 3.2.7 is the latest version ??

the directory (folder) labelled "mcsinc" was therefore deleted. I could not connect the Filezilla ftp to my host.
I added the folder back in, and then I could connect.

You had a new and working 3.2.7 board there yesterday?

Personally I prefer to have the phpBB files not in the public_html root as there is usually a .htaccess and index.html there from your host. (and in doing so you'll overwrite your host .htaccess).

I see that! It must have taken a bit of time to populate and recognize the files.
I'm proceeding with the install now.

Too late -- when I originally backed up my forum, I used the backup feature on the admin control panel, with a default name:

backup_1567546375_30843cf83b5c0713.sql.gz

Using the admin control panel feature, I tried to restore that file, but it says that it is invalid.

I can see 4 other backups I've done, and none of them work either.

I've inadvertently closed the tab that I was working on to restore my previous backup, and now I can't get back onto the board.
