Users with slow connection unable to add attachments

Many of my users who live out in the sticks and use dialup or satellite have an issue with attaching images to their posts.
This happens with images as small as 150kb. According to the previous owner, this has been an ongoing issue for the last several years with earlier versions of phpbb. I took over this forum a month ago, used a fresh install of 3.2.8 on my own server, transferring only the database and files, yet the problem continued.

Once the post is submitted they are asked to log in again. Once they log in, the post is submitted without the attachment. Occasionally their attachment will work.

I have a user who cannot upload from his home satellite connection, but instead uses starbucks wifi to post attachments.

-I have changed the php.ini to increase the execution time to 120s and the input time to 120s to no avail.

-There are several users with slow ISPs who have reported this issue.

-No mods/plugins, just a basic install.

Is there anything else I can do on my end to fix this problem?

What setting has your session time in ACP?

The "asked to login again" might be a key observation there. Possibly not actually an issue with "slow upload of the attachment", but maybe something less direct such as "these satellite-based ISPs are sometimes changing the user's IP address by the time they try and post." Possibly leading to a "you're not the right owner of this session" conclusion.

In ACP General, Server Configuration, Security Settings, what is the "Session IP validation:" currently set to? If it's currently "All" or "A.B.C", maybe run with it set to "A.B" or "None" for a while, to see if they continue reporting the symptom.

Another aspect of that: If they're being asked to login again, confirm whether they are using the "Remember me" option during their logins. Meaning even if they were given a new session, should they have been automatically logged in without notice? Or is that behavior failing too, as though existing saved cookies simply were not transmitted?

His site is in Google, but I think the reason is his very poor spam prevention he is using.

After changing to A.B. my satellite users are telling me they're finally able to upload. I didn't realize an ip on satellite would change so rapidly. Very good call on your part.
