phpBB 3.2 is not compatible with PHP 7.4 - you need phpBB 3.3.0 for that.

Also you need, if you do not already have it, $dbms in your config.php file set to mysqli

You’ve already done that, that’s what caused this problem. Don’t get confused between PHP and phpBB.

Check the requirements needed for Wordpress and decide which has priority (phpBB or Wordpress)
In order to upgrade to phpBB3.3 the phpversion has to be sufficient for phpBB3.3, but NOT for 3.2.x since you only need the 3.2 database.
However, The user guide section Upgrade clearly states some requirements concerning language, styles, extensions (before upgrading) so this has to be taken care on on the 3.2 version.
3.2 is not compatible with php 7.3, nor with php 7.4 so the getting the database ready for upgrading apart, has to be done before you switch to php 7.4.
I have no idea which versions of php Wordpress runs on, but I'm sure there are versions of WordPress which can run using the same php version in conjunction with phpBB.
We should embrace problems, without which there wouldn't be any solutions.

You can run the current version of WordPress (5.3.2) with PHP 7.2.x. That's what I have been doing on one of my sites. It has been that way for quite some time.

In actual the site uses phpBB 3.2.9 (the forum), WordPress 5.3.2 (our blog and homepage) and MediaWiki 1.31.6 (our wiki). All work fine with PHP 7.2.x.
