What actions did you take (updating your board; installing a MOD, style or extension; etc.) prior to this problem becoming noticeable? I recently migrated phpBB forum to a new host. I hired a more technical person to complete the migration via Fiverr.
Please describe your problem. Post migration, there are several noticeable bugs:
1. The menu bar is missing the ACP, MCP and UCP and other menu items are not visible, but can be accessed when hitting the Quick Links hamburger icon on top left.
2. The entry box for creating/replying to posts or PMs is gone. There is no way to enter any kind of text.
3. The forum icons/images preceding forums and forum topics are missing.
4. I am occasionally getting a message that I don't have admin permissions to access.

There may still be other "bugs" that may not have presented. I'm still testing the various functions and UI to identify the problems.

@Mick, we don't have a spam problem. Just curious as to what would give you that impression? Am I missing something?

Would a fresh install and restore from backup fix these problems?

Should need to work through anything. If this person claims to be able to transfer then they should know what to do.

On a side note many hosts will do the transfer for you

are you seeing this error after upgrade phpBB 3.0.12 to phpBB 3.2.5 or just after move to new host?

Errors are after move to the new host. We've been on 3.2.5 for some time.

The vendor said he didn't do anything to the code and I don't know enough about the process to really dispute.

dreamhost has a free wordpress migration tool, but nothing for phpBB. They charged a fee to do the migration.

On a side note, I did notice that our new host is using php 7.4. Could this be a reason for the issues I'm seeing?

Almost certainly. phpBB 3.2.x does not work with PHP 7

he means it doesn't work with php version 7.4
you would need php 7.2 for phpBB 3.2.x
or update phpBB to 3.3.4 for php 7.4 support

I changed the host's version back to 7.2 and everything appears to be functional. Thanks all for the help!
