admin panel
general tab
user registration settings
new member post limit

Set that on the number of posts you want them to be in the group for.

By default that group has all of its posts on the moderation queue.

Maybe I didn't explain it right, when a new member is registered on the forum it goes to Registered Members group but I want it to go to the newly registered group.

Yes, That's determined by the new member post limit. They go in to the newly registered users group (as well) for the duration of that number of posts.

Everyone should be in the registered users group.

New users can go in the newly reg'd group as well which restricts what they can do. When they reach that post limit, they drop out of the group and stay in the registered users group.

I applied these settings but there are a lot of members who should be in this group but they are now in Registered members group, is there a way to shift them to the newly registered one?

Do not take people out of the registered users group. Everyone should be in that group.

New registrations will go in to both groups as they should.

You'll need a database query to retrospectively add people in to that newly reg'd group. I'm not an SQL query expert. Hopefully someone will post an answer or try a search.
