atleast you can tell me where i can download 3.0 file so that i can install it first.
The downloads can be found at https://download.phpbb.com/pub/release/3.0/
But first find a working converter so that you know which version of phpBB you need.

No idea, I've never had to convert.
But of course there's no install/app.php; it's version 3.0.x. But as far as I remember there is a database_update and a couple of install_ something.php files (probably install_convert?). And isn't there a directory docs which should contain some information?

is this on localhost?
If so check the phpextensions and enable the mbstring or downgrade to a lower php version (5.5 has mbstring.. set to true) (it's deprecated since php 5.6)

If you can't do that. download USBwebserver (free, small, lightweight and installed up and working within 5 minutes)

There's a topic: viewtopic.php?f=561&t=2404686#p14627451
Conversion to 3.0.14 seems to have run quite succesfully (even though the convertor used was meant for SMF 2.0.9) (perhaps you used this convertor)
Still you should read through the whole topic and may have to apply a fix here and there.
As long as the members, posts, topics and forums are converted, other things like permissions, bbcodes can be fixed once the 3.0.14 is running (at least I think so).

I have no idea about the size of your database but if it is a large database then USBwebserver may be a bit too light and slow (but try it first, unless you're already running another local server).

Also profile pictures are also missing.

If you have post conversion issues please start a new topic for each individual issue and post them in 3.2 support. Filling out and posting the Support Request Template in one of your new topics will help too.

A convertor to phpBB 3.2.2 doesn't exist yet. You have to convert to a lower version and then upgrade phpBB.
If you don't understand English sufficiently it could be easier to look for the Spanish support forum and ask help there.

Todavía no existe un convertor hasta 3.2.2. Es necesario convertir hasta una versión más baja y actualisar phpBB después.
Si no entiende bastante inglés sería más fácil buscar el foro de suporto en castillano y pedir ayuda ahí.
