download and open the overall_footer.html file of your style.
find this:
put your new text above or below that as you wish.
save the file, upload back using your ftp and then in your admin panel, main page, purge the cache.

Have you looked through the available extensions? Not sure exactly what the OP is trying to accomplish, but maybe phpBB • Copyright in footer - Contribution Details might be worth reviewing.
