can't figure out how to install a style

I found a style that is made for 3.2.1 but none of the how to install instructions make since. they seem to skip steps or say you need to use some kind of program but they do not say how to use them

I need a very simple, detailed step by step on how to do this. something with images as well would help as i have adhd and i need to see or watch what needs to be done.
