how do you get a full background

So, i was able to change the background but, I want more of the background to show, is there a way to make the white area see threw or change it so it;s part of the background. if what part of the code do i change

in colors.css

find #wrap change the background color to rgba(255, 255, 255, 0.40) and if you still need the othe stuff to be white transparent too you can add this to colors.css #page-body {
background: rgba(255, 255, 255, 0.40);
}

after saving the code and clearing both my catch and the boards catch, how long dose it take for the changes to show up. after a half hour I saw no changes and the other admins saw no changes as well.

I'm just using the color it version of pro-silver.
