The specified forum image does not exist
Using the latest phpBB version. Where do I upload images and where do I find the path to put them into the "forum image" location when editing a forum.

You can put them anywhere you like.
Maybe a sensible place is the /images folder and maybe make another folder inside that.
Then the path would be /images/foldername
