Style Not Applying

I have not used phpBB in a awhile but I have installed it on https://justholdfast.com/bnr/

Settings I have changed are "cookie secure" to 'yes' and have installed an SSL certificate.

the .htaccess file has this added to it;

RewriteRule .* https://justholdfast.com/bnr/%{REQUEST_URI} [R,L]

I have installed HeaxgonReborn and HexagonRebornLight

If I force users to a specific theme the theme will apply. If I allow users to have their own choice it sets them to subsilver.

The problem I am seeing is that when I as a user go to the UserCP and select Board Settings and then try to apply HexagonReborn it does not work. I can modify settings in other panels like update birthday etc. but that tab will not apply any setting including timezone.

In what way?
If it's not selectable then you have the override on for the default in the board settings.
If it is selectable and after hitting submit you won't see a change you'll need to go back to the index and sometimes refresh the browser to see it. Alternatively you may have set a default style to prosilver when you made the forum itself.
Manage forums > edit the forum and see what the default style is.

Logged in as "xxx", I had no problem at all changing my Board Style.

Timezone was not right. sorry -_-

I can't see how that would affect a style choice.

EDIT: a bug apparently.

Thanks Kev, I can reproduce it every time. I had set the city time zone but I did not change the UTC to the correct indicator. This causes it to bark at me.

I chose a style in the User CP and only chose the correct Time Zone, I did not choose 'New York' this forced the style to not apply.

Ahhh okay yeah had to check my Time Zone as well, changed it to the correct one for me but still no style :/

then you have probably uploaded it to the wrong place or uploaded the zip file or you are trying to install a style that is not for the version of phpbb you are running.

please tell us the version of phpbb you are running and exactly what style ( with a link to it ) you are trying to install.

and, of course, give us a link to your board so we can see what is going on.
