Open /styles/prosilver/theme/colours.css file, and find:

.sticky, .announce {
	/* you can add a background for stickies and announcements*/
}
You can add your background colour here, refresh forum cache after changes.

yep that should do it.

color : #ffffff relates to the font color not the background color.
