Can I Change Rules Background and Font Color?

On my forum, my rules reference the Golden Rule, and I'd love to have the rules banner be a more gold color with a darker gold/orange/brown text. I found an old post asking about this, and it was locked (I don't know why, but it was from 2010). I'm not sure if it's still possible to get into the Colours file and make the changes, but if so, what might I change to achieve my desired results? you can change style properties used for element div.rules in colours.css stylesheet of the theme
div.rules {
background-color: #ECD5D8;
color: #BC2A4D;
}
change color codes as required [color codes guide]
and purge board cache & refresh browser cache [eg. press CTRL + F5] to check
