Where are color settings stored and how can I change them?

I got a custom phpbb theme and I liked it at first. Now I think that the font color and the background color are not contrasted enough. I want the blueish font to be lighter and the blueish grey background to be darker. Is it possible that this is part of the theme or are the color settings set on the system level?

I did a screen shot of the theme and got the RBG value thanks to a paint program. Now do I have to do a grep or findstr command to find where it is set?

Thanks.

right click on the text, choose "inspect element" or whatever your browser has in the right click menu.
a box should popup that shows you the html and the css for that section. it will also show you the exact file and the exact line in that file that you want to edit.

only use a good text editor to make your edits.

once you know which file, download the file to your computer using your ftp program.
open it using your text editor.

make your edits,
save and upload the file back where it belongs.
go to your admin panel in your board and purge the cache from the home page of the admin panel.
then refresh your browser to see the changes.
