Have you even read it fully?
Setting up the website
  1. Clone the repository ...
Why do you ask when it is already said in the manual? Just do it.

veryone can have a phpbb clone
Not true - there some aspects of this site that are not on Github, so it will only be a partial clone.

Anyway it is no different that everybody using the prosilver style in the core - all sites will have the same look and feel.

The principle of publishing the source code for the phpBB website isn't intended to allow people to make clone websites as you suggest, but rather to allow people to freely contribute to help improve the phpBB website, learn from the source code or even use components from the source code in your own projects. This principle is the same for any website that decides to publish its source code under a GPL or MIT licence. It doesn't give you the right to create a website to pass off as them though.

What you see on github (phpbb website) is just a symfony project. Anyone can create it in just few mins with composer or symfony app)
