I've been using
Coffeecup since about 2000 for everything.
It says HTML editor but it has highlighting for most major languages including php. The full version is like $50 which I have a license for, hassle free upgrades for life too.
The free version as far as I can tell is no different than the full version other than some missing graphics and other nonsense an advanced user isn't going to be interested in anyway.
The only thing the free version will do is insert a DIV with a link to their site when you create a new HTML page. I can't find anywhere in the documentation that states you have to leave it.
It also has a WYSIWG panel but I have never used it so have no idea how well it works.
