That mean everyone who Register must show there Passport, ID,... and we have to Store it for the Case that the use Post anything who is in Austria against the Law (and that could be many thing who are not illegal in other Country). :o ...

How to implement that?! We (the Forum operator) must play Stasi 3.0!

If you need passport number then creat a CPF for it. Not sure how such a law could be enforced. And what happens if you do not have a passport?

Hi
I need to make sure that in the case someone, the Gov,... want sue a Member (or how you a User will call) for "hate speech" or other "crime" like a copyright strike,... that the get there real Name (, Address?! ,...). If the cant get it because I dont have it or what every I (!) get sued!

So for that I must make a Picture of an official ID Document. For non EU Country the only ID where I could defend my self if the claim to got some false doc is a Passport (or maybe an EU ID Card). :? ...

The problem will have everyone Worldwide with +100.000 User and, or 500.000 Euro Yearly Income.
So "User" could also Mean Guest. 1 Guest Commend is maybe = 1 User. ...

The next Problem every Page must give the Infos how much User/ € Income to an Austria (State owned?!) Company if not the could guess and than send out a fine. ...

And I don't think that you can just ask users a copy of their passport. You do not have the permission to ask that. (Belgium rules. Don't know about other country's.)

I think you are really not understanding whatever law you are talking about.

there is simply no way any free country would get away with that.
talk about privacy issues, this takes the cake.

my suggestion would be to contact a lawyer and ask them what this law means.

Welcome to Austria.

Forums covered by the bill would have to conduct an authentication of their users, Bluemel told a news conference after a cabinet meeting.
“That means that if someone wants to post something in these forums, they will have to go through a registration process that at the end of the day must mean that if a court asks ‘Who is this person?’, it is possible to tell who they are,”
If the law pass -> :o ... we are screwed...

I don't understand. Your location seems to indicate Vietnam? But you are referring to Austria.

Having just read that link this is another idea dreamt up by politicians who have no idea what they are talking about. The part that defies any logic is
... verify their users’ identity so that individuals can be tracked down if they post hate speech online anonymously
Also it only applies to sites with over 100,000 users - define users. This site has 403,000 members but how many actual users - my guess, from observation, would be around 200 - 300. The other criteria is to have over 500,000 Euros income in Austria, something I doubt many, if any, phpBB boards will have

That just goes to show how reliable IP’s are for accurate location information or even people filling in the correct information when asked.

The measure, part of a bill that has yet to be submitted to parliament, will apply only to larger platforms, defined as those with have more than 100,000 users or 500,000 euros ($560,000) in revenue in Austria
You have 2 members. Even if you run a site for 10 years getting 10 people a day signing up you still won't get to 100,000 members. I wouldn't worry about it.

I am in a German Speaking VoIP Forum who have more than 100.000 Registered User. I dont know how the define Guest/ non Registered User because 10 Guest Comment -> 10 different People. :o ...

nope I never sayed that.
You have 2 members.
The point is the have to implement that into an upcoming Software Version. Not for me personally for everyone elese who will fall into that!

No, firstly not is not even law yet, and may never be, and secondly it is not a software issue but a site owner issue.

You dont know how insane our politician are. :( ...

The Software must Support that a Admin could handle that.

You are missing the point. A site owner runs the site in accordance with the laws of the country that are relevant at that time. Software is something that the site owner decides to install on his site - whether that software complies with the law is something that the site owner has to make a decision about.

Anyway this particular nonsensical proposal (and there is a similar proposal in the UK) is aimed at the "big boys" not anyone's small forum which can, and should, be dealing with such matters by sensible active moderation.
