In the US its easy to accuse someone to be a Paedophile even the never get convicted the Media could say XY was convicted as...
In the US your freedom to say just about anything you want is protected by the first amendment and will remain so. What this protects you from is criminal prosecution by the government. There are limitations, the common example is you cannot yell Fire! in a theater. Specific threats of violence is also something not covered. What it does not protect you from is the consequences of your actions, if you are Nazi for example and I decide to fire you because of that out the door you go. It also does not extend to private property, if I run a web forum and decide your speech doesn't belong on my site, bye bye.
Getting back to your example accusing someone of being a pedophile can never be a criminal act. However you would be subject to civil litigation.
Lets say a Site is in French that mean People from French are on of your Customer you fall into French Law to.
As someone who has no physical or financial presence in the EU I'm only subject to US law.
