If you are on shared hosting then it is possible that someone else on that server has been flagged as a spammer so the whole server is blocked.
Same thing was happening with old host I was using. That's DNS entry and requires specific email address. It's really not something that is hosts responsibility and if you were using external nameservers something out of their control to begin with. Most sites are not going to have this and I find it odd a IP was being blocked because of it, I'd keep an eye on it.
