PHP 7.4 was released in 2019 (November 28, 2019 to be exact). By the time you migrate away from PHP 7.2, 7.4 will have been out over a year. So unless you have a good reason not to, I would go with 7.4.
Are there any feature differences going straight to PHP 7.4 vs. PHP 7.3, besides a tiny bit more speed? What I mean is, does phpBB benefit from PHP 7.4 features in a way that PHP 7.3 does not provide by chance?

By "well-aged version of phpBB", do you mean 3.3.0? I know 3.2.9 and 3.2.10 is not compatible with "the freshest version of PHP" (PHP 7.4?).
Basically, I'm not sure what you're trying to say. Could you elaborate?
P.S. My plan
is to first upgrade to phpBB 3.2.10 first, then phpBB 3.3.1 after it has been out for a bit.
