Getting a forum started

I've tried asking some other forums that I use but it seems nobody wants to discuss this. (No, not competing forums, I know better!)

What sort of tips or suggestions do you have for someone wanting to get a forum started? Not from the technical side, but more about getting the word out, getting users, getting people to post?

Obviously when starting off, there's not a lot of people and it's going to be pretty empty. How do you go from there to being a place that people want to participate?
