Extension name: Topics Hierarchy

Extension description: This extension allows to visually separate topics from "Global Announcement', 'Announcement', 'Sticky', or 'Topic.'

It is the port of the "Categorize Announcements and Stickies" MOD by doktornotor.
Added the feature "Active Stickies". Separate global announcements, announcements, stickies and active stickies from active topics.
