Agreed, I have no service provider btw. I built, and run my own Linux web server. Everything was done by me and is maintained by me. Will contact them and see if they can stop him. I have heard since last night from someone that this same group of people harassed last year that problems with them went on for two years. Thanks for the advice.

If they're using Telstra, they're likely from Australia, and therefore would be expected to use the British forms of words.

The Oxford English Dictionary contends that the suffix "-ize" (from which "-ization" derives) is preferable because it may trace its origin to the classical Greek "-ιζειν", which is transliterated to the Latin alphabet as "-izāre". Unfortunately, Telstra are a huge faceless organisation here. It's worth a try, but don't hold your breath waiting for a reply.

As already mentioned above, I'd like to see these "terms of service" he claims to have sent you in the second email.

Sadly, that's the case with a lot of ISP's. But it can't hurt to try. Tell them you have the offending IP address (124.179.17.249), and the time in your timezone, and that they are sending fake legal threats and that you want corrective action taken and if possible, for you to be notified of the corrective action. I've done this at a previous place of employment and I didn't always get a response, sometimes I was told that the customer's account had been suspended/terminated or that due to internal policies that they couldn't share that information, which is fine. But the point is, it doesn't hurt to ask.

I think ISP (Internet Service Provider) is what they meant, and you do have an ISP. :)

Blatant liars, they are... makes you want to...

I would be curious to see their "terms of service" as well.
You could also point them to this topic if you're feeling brave, let the phpBB teams really lay into them for their lies and deceit.

Will post up those terms when I got home this evening. Its a badly formatted word document another good clue how inept this person is. They have ceased sending me emails (well I didn't get any yesterday).

Would not surprise me at all if they go to my ISP and try to have my account pulled but since I pay for internet, phone, and premium cable for 3 TVs and there are two other companies also offering the exact same services on my street I don't think they are going to get far with them.

Will post up those terms later on this evening.
